The Government has announced in the Budget 2022 that Service and Conservancy Charges (S&CC) rebates have become a permanent part of the GST Voucher Scheme. This means starting from FY2022, all eligible* HDB households will benefit from S&CC rebates annually.
A total of 1.5 to 3.5 months’ worth of rebates will be disbursed over four quarters, depending on the type of flat residents live in. Here’s a glance of the details:

Residents welcome the enhanced support
Residents cheered the enhancement of the permanent GST Voucher Scheme. Mdm Koh Lee Ang, 64, said she previously stopped getting the rebates because her daughter, whom she lives with, bought a private property. “But my daughter has since sold the private property, so I’ll be glad to get the rebates again. They will definitely help to cover our expenses,” she added.
Mr Muhammad Syakir, 30, said: “I think the S&CC rebates will be quite useful. Every bit of savings will help to ease my financial load, especially since I have another baby on the way.”
Mr Sree Prabu, 38, said: “The S&CC charges come up to quite a bit of money, and with the GST hike, we are expecting our expenses to go up. So the S&CC rebates are good.”

* Who is eligible for the S&CC rebates?
- There must be at least one Singapore citizen flat owner or occupier in the flat;
- Flat owners who have not sublet the entire flat and do not own a private property.
