Good news for cat lovers! Residents living in Housing and Development Board (HDB) flats will soon be allowed to keep pet cats, after more than 30 years of banning feline ownership in flats.
Since 1989, cats have not been allowed in HDB flats to maintain a clean and harmonious living environment for all, as well as to address concerns about potential nuisance and hygiene issues associated with cats roaming freely in common areas. Under the Housing and Development (Animals) Rules, offenders can be fined up to $4,000 if they are found to have a pet cat in their flat.

So, what are some important things to know if you want to keep a cat?
Under the Animal and Veterinary Service’s (AVS) proposed Cat Management Framework, each HDB household can own up to two pet cats.
Cat owners must apply for a licence and complete a one-time free online course on responsible pet ownership. Pet cats must be microchipped so that they can be easily traced if they go missing. This is also to discourage abandonment, neglect or abuse, as the microchip can be scanned to identify and hold the cat owner accountable.
There will be a two-year transition period to give cat owners time to comply with the licensing requirements.

• Secure your doors and windows to keep your cat safe indoors.
• Keep your cat in an area large enough for it to move around comfortably.
• Provide a balanced diet and ensure access to clean drinking water.
• Schedule regular veterinary check-ups for vaccinations, preventive care and early detection of health issues.
• Keep the litter box clean by scooping daily and changing the litter regularly.
• Groom your cat by trimming its nails and brushing its fur regularly.
• Spend time with your cat.
